Αξιολόγηση Φορολογικών Εσόδων και Προϋπολογισμού 2025

Τα φορολογικά έσοδα (φόρος εισοδήματος, ΦΠΑ) συνέχισαν να παρουσιάζουν εξαιρετική απόδοση κατά τη διάρκεια του οκταμήνου, αποτελώντας τον κύριο παράγοντα -μαζί με τη μείωση των δαπανών- για την εντυπωσιακή εικόνα της εκτέλεσης του προϋπολογισμού.

Το πρωτογενές πλεόνασμα ανήλθε σε 8,696 δισ.ευρώ, ενώ ο αρχικός στόχος ήταν μόλις 4,929 δισ. ευρώ. Τα φορολογικά έσοδα πριν τις επιστροφές αυξήθηκαν κατά 2,119 δισ. ευρώ ή 4,8% σε σχέση με τον στόχο και ξεπέρασαν τα 46 δισ. ευρώ συνολικά.

Ωστόσο, το «καθαρό» πρωτογενές πλεόνασμα ανέρχεται στα 848 εκατ. ευρώ εάν αφαιρεθούν οι ετεροχρονισμένες πληρωμές και άλλες σχετικές επιβαρύνσεις.

Σύμφωνα με τα προσωρινά στοιχεία εκτέλεσης του κρατικού προϋπολογισμού για την περίοδο Ιανουαρίου – Αυγούστου του τρέχοντος έτους (2025), παρατηρείται πλεόνασμα ύψους 2.160 εκατ. ευρώ στο ισοζύγιο του κρατικού προϋπολογισμού έναντι ενός αναμενόμενου ελλείμματος ύψους 1.381 εκατ. ευρώ που είχε προβλέψει η εισηγητική έκθεση για την ίδια περίοδο.

Το πρωτογενές αποτέλεσμα σε τροποποιημένη ταμειακή βάση διαμορφώθηκε σε πλεόνασμα ύψους 8,696 εκατ., υπερβαίνοντας τον στόχο των 4,929 εκατ., ενώ το αντίστοιχο ποσό για το προηγούμενο έτος ήταν στα επίπεδα των 7,567 εκατ.

Είναι σημαντικό να σημειωθεί ότι ποσά που αφορούν ετεροχρονισμό μεταβιβαστικών πληρωμών δεν επηρεάζουν το δημοσιονομικό αποτέλεσμα της Γενικής Κυβέρνησης.

Καθαρά Έσοδα: Αυξημένα Στοιχεία

Tην περίοδο Ιανουαρίου – Αυγούστου του τρέχοντος έτους (2025), τα καθαρά έσοδα του κρατικού προϋπολογισμού ανήλθαν σε περίπου 48.459 εκατ., σημειώνοντας αύξηση κατά μόλις 185 εκατ., ή ποσοστό της τάξης του 0,4% συγκριτικά με τον αρχικό στόχο που είχε τεθεί στην εισηγητική έκθεση.

Ειδική Αναφορά: Στην κατηγορία «Πωλήσεις αγαθών και υπηρεσιών» περιλαμβάνεται ποσό ύψους περίπου €784,8 εκατ., που σχετίζεται με τις συναλλαγές από τη νέα Σύμβαση Παραχώρησης της Αττικής Οδού για το προηγούμενο οικονομικό έτος.

Φοροέσοδα: Ανάπτυξη και Απόδοση

The revenue from taxes before refunds reached €46 billion and increased by €2 billion or approximately %4 compared to the target set in the budget report for this period of time.
The tax refunds amounted to about €6 billion and include VAT returns related to the aforementioned concession agreement which will affect fiscal results in the next financial year.
If we exclude this amount from consideration then tax returns would have been approximately at levels of around €5 billion which is an increase of about €685 million versus what was expected in the budget report for this year.
Considering these figures overall net revenues from taxes after refunds during January-August show an increase against targets set by around €1 billion.
The Public Investment Program revenues stood at approximately $3 billion but were below expectations by nearly $393 million according to initial reports presented earlier on in budget discussions for upcoming years.

The total net income recorded during August was around $5600 million showing a decrease compared with monthly forecasts due mainly due increased tax return payments that had been planned ahead into future months.
Tax revenue collected during August came down slightly reaching about $6 Billion representing a decline against targeted amounts previously outlined within official documents released earlier on.
Refunds issued amounted close towards hitting figures upwards near $1135 million exceeding prior goals set forth initially within planning frameworks established beforehand across various sectors involved directly impacting public finances overall.
